Somone had a problem with the hood of a Spitfire. I have had this 
problem more than once. Those chromey levers have a little roller on 
the other end of the arm. It runs along a cam shaped piece. These 
cams wear along the path travelled and this causes a lip when the 
roller stops rolling and starts grinding which it does with time.

To open the thing takes a long flat blade screw driver and your 
favorite BFH and  a lot of patience. The trick is to lift the lever 
as far as it goes slide in the screw driver underneath. Then use the 
BFH to "help" the roller over the lip on the cam.

The cam can be "reprofiled" (!) with a file and will work long enough
for you to forget quite how to fix the sucker.....(the first 
time anyway)
