Unless something has changed recently (I don't look at the RCW very
often)...
WA legislature and Governor expanded on the "felon" part of that a number of
years ago to include a whole slew of misdemeanors.
This actually took a bunch of police off the streets since under some of the
new restrictions many of them were no longer legal to have and carry
weapons.
Has this been reset to only deny the permit if the applicant has "actual
felonies" on their record?

In WA, open carry is permitted. We have an sort of semi-annual picnic in the
city park (BYOBBQ) where folks get to openly carry their chosen weapon.
Permit required for concealed carry. WA is a "shall issue" state if you are
over 21 and not a felon.
Carry not permitted on Federal property, schools and in parks owned by the
Corps of Engineers. There are a few other exceptions.
