The rear brakes on the MkI don't use the "C" clips to attach the cylinders
to the backing plates.

This is correct and you may find it better to disconnect the e-brake whilst
adjusting the shoes for normal braking then re-connect and set the e-brake.
The 'C' clips are easier to fit and do very nearly the same job.
