First thing is to check for air leaks into the system. If the rear
carb is hissing and the front isn't then the air is probably getting
in somewhere it aint supposed to.
Make sure the manifold is seated properly and all gaskets are good.
Then, look at carbs. Do both carb pistons move freely? It will run
without oil in the carb pistons, but better with oil.
Is the linkage properly lined up?
