Where does it go - tech tip. needed

  Where does it go?
   
  You clean your hands with one of those new waterless soaps that kills 98% of 
the little critters. I am still wondering where the other 2% is hiding. If you 
wash your hands twice is it 98% of 2% or are they all gone?  And where did the 
98% end up?
   
  I was asked this today and did not know the answer so i figured i would poll 
the group.
