As Andy has kindly pointed out, this statement is incomplete.  What I meant
to say is that I don't think you will find a snap-action toggle switch (the
reliable kind) in off-on-on.  There are examples of such switches operated
by a lever (eg headlight switches on some Triumphs), but AFAIK these are all
slide switches internally.

And having seen how Lucas built such switches, I sure wouldn't want to risk
losing a race on one !
