I've got a set I inherited from my grandfather, who was an electrical
engineer. They were used for cutting various size holes in electrical
panels to insert instruments. Perhaps an electrical supply place would
carry them. You don't say how thick the metal is, though, and I wouldn't
expect these to be able to cut anything very thick.
They consist of two pieces, a cutting piece that fits on one side of the
metal with two sharp prongs, and a hollow piece that fits on the other
side. There is a bolt that goes through them (you have to drill a pilot
hole) that is used to draw them together and cut the metal.
