Yes, it usually clips on. The secret is generally to undo the two little screws going diagonally up in the two bottom front corners (you do have a stubby phillips, don't you?). Once they are out, grab the bottom of the front panel and pull it forwards until the clips at the top let go. To re-assemble, offer the front panel back up to the clips at about the same angle as when they let go and shove it up then swing it back down and put the screws back in.
