My personal choice for "upgraded" parts
based on personal experience:
APT carries the SPVP3 hot road cam.
Had a non-scatter pattern VP3 in my
Vizardized '74 1340 Spridget many moons
ago running 11.0-1. Can be used with 1.5 RR's. 10.0-1CR or higher
recommended 
for decent low end torque. Normally used
together with the usual LCB and free-flow
exhaust, etc. APT carries the springs for
both 1.3 and 1.5 applications, tubular
pushed rods, chilled iron lifters, etc., etc.

This cam comes "on" starting at about
3,200 right through 7,000. Low end is
a little better than stock (at 11.0-1), this with a 45DCOE with 38mm
chokes (3.5 aux. venturis). 

It's got another 8 degrees more duration
on "both sides" than the 276 and about
.35 thou more lift. The VP series are
all optimized for 1.5 ratio but can be used
with 1.3. They can be had on new blanks or nitrided re-grinds AFAIK and
favor the
exhaust side of the cycle with a little more
duration than the intake side.

This cam is a little long for heavy urban
traffic, though. If you are planning on a
decent amount of stop and go in traffic
I'd go with the slightly milder 276 (which
is no slouch either, when it comes to mid-
range and top end "go").

Elgin (www.ElginCams.com) makes up
for less lift by employing a more "rounded"
beak on the profile, prefering to keep the
valves open longer rather than loading
the "beak" and valve gear with a lot of
lift a la the SPVP3 and types from other
mfgs.

Either the Piper or Factory "288x288"
grinds are hot performers as well when
it comes to mid-range and top end.
