Drag out the MIG welder and weld a nut on the stud, or what's left of it. That
produces enough heat (usually) to break things loose. If that doesn't work, try
a wrench on your newly welded nut.
If the stud is broken off flush w/ the surface you can carefully tack a flat
washer onto the broken part of the stud. When that's done, you can tack a nut
onto the flat washer and try again. By the time you have put all of that heat
onto the stud, they are often "finger tight".
