Two things occur to me to check. First in checking the fuses, how did you
check them? If you just looked at the fuse and saw it was not blown, it may
still be a fuse. Best to take each fuse out, buff the ends and replace them.
They sometimes build up corrosion or something that interferes with the
current. The other thing would be to check the graound strap to see if it
might be loose or broken. Listers will probably send other things to check
but these two occur to me.
