 Yes they could Herb!  And dangerously so.   After all a dimwit sponsored the 
bill and actually allowed his name to be put on the bill didn't they?  I 
wonder just how many criminal types the guy thinks even fill out 1040s 
anyway??  So he registers and swindles all the law-abiding citizens.   Seems 
like he is for raping the Constitution to me.
