California does require a front bumper, BUT they do not define what a bumper
is. My 100-4 has no front bumper, it looks better that way, and I haven't been
busted. Yet. Others have, mostly at border check points. I figured it's a
fix-it ticket, so if I get caught I'll hang something resembling a bumper on
the car long enough to get it signed off.
