Hi Bill,
Having done this a time or two, (currently two LBC's non-op'ed) it s
important to remember to pay the non-op fee BEFORE the registration is due.
If you're late, you have to pay full registration for the year PLUS the
non-op fee. Might as well just pay the registration and forget the non-op
until the next year... If you renew the registration on the vehicle during
the year, they charge you a full year's registration, as is you had
registered it back when it was due.
I've done it through the mail and in person, no problem if the vehicle
is currently registered in California, or if you have an old registration or
the title. If not , be prepared for some red tape and to spend some $.
