Hi,
Ospho is something The paint shop recommended very highly.  It is some sort of a
liquid that you brush on prior to painting.  It does something to any trace of
rust that may be present and kills the rust, turning it to a paintable surface. 
 I
flunked chemistry, so that is about the best description I can give.  Most any
paint store should be able to tell you more.
