Yeah, but the hole in the valve is so small that it still doesn't flow
anything. I tried that for a bit on one of my SHOs, and felt no difference.
I then got the plugs, and the whole brake feel changes.

Or do the "Kirk" method of pulling the valves, gutting them, them sealing up
the holes.

An easy/clean and cheap way to accomplish this is remove the adjuster rod
and lower bracket.  The pivot bracket (on the block) is guided by a small
steel guide.  It's very easy to cut threads on this (I think I did M6x1.00?)
and use a couple of large shoulder nuts and torque it down, this will put
pressure on the pivot bracket and keep the OEM "valves" open.  Works great,
cost nothing
