It's not. But in the production of it there are some nasties. It releases
& creates some nasties if you burn it in a trash incinerator when you throw
it away. Usually it's the latter that some areas are concerned about.
There have been a few specialized cellophanes for specific purposes that
contain specific nasties. Not an issue for CD wrappers.
Then there's boat wrapping plastic. But that's another story.
