I've been intrigued for years by a low-cost quick & easy pave/flooring
method once covered by a Popular Mechanics/Science article. It was
"Soil-Cement" and it was based on a method used in Nam to build airstrips.
Basically, it involved rototilling the concerned area to some 4 or 6 inch
depth. If the soil is high in vegetative matter, one would add some sand or
gravel. Then till in 2 or 3 inches of portland cement. Float it out as
level as possible and then soak it with water and continue to float it
adding a sprinkle of cement powder 'til the surface is smooth . . One might
even stomp in some reinforcing mesh but maybe not.
An old friend did his hanger floor in this manner and it worked for him . .
. He _was_ troubled with a dusty surface but solved that with a mopped-on
coat of boiled linseed oil.
