Your local government might "allow" you to have or not have a wooden
floor; other places could care less. Most of Arkansas, for example,
doesn't even require building permits. The trick is the "hidden law",
or the guides the finance and insurance companies go by. Few people can
buy a home or much property without financing or insuring it, so they
act as de facto code enforcers without having to have the local bodies
pass any legislation.
I have seen people who wouldn't keep a gallon can of gas in the garage
for the lawnmower, but didn't understand there were 20 gallons of
identical gas in their car, which was parked on a garage floor covered
with carpet remnants, 'cause the floor got cold, you see...
