Ron,

About the only way to get the "white stuff" - gas tank sealer out is 
with the "Redi-Strip" process.  In fact most franchises will tell you 
that removing gas tank sealer is one of their largest uses.  Eventually 
the stuff comes loose on it's own and ends up clogging the fuel system. 
 It usually only works for a while before it fails.  At any rate I would 
have it removed, the tank soldered and use it as long as you can.  Rust 
probably caused the leak in the first place and it will just be a matter 
of time before it leaks again.  I replaced mine with one made of 
stainless steel by a local sheet metal place.  That was three years ago 
and it cost $550 - not cheap, but forever.  I think a new tank from 
Morgan Spares might be similar in price but it will be made from the 
same coated steel as your present tank
