It sounds like they would allow braking on the final jackshaft:
"Braking through CV joints and U-joints will still allowed."

That's how I read the FAQ anyway.  Let me know if I'm thinking wrong.  Also, 
what if we can brake in the 50 ft with only the front brakes?  That's how we've 
done it in the past, because we use two master cylinders with a proportioning 
bar, we can disconnect the rear MC, try the front brakes and make sure we can 
stop in 50 feet.
