Of course the headline presupposes that those people who do pass the new
features of the driving test continue to drive economically afterwards.
Judging by existing awareness of other road users, anticipation, lane
discipline, use of indicators etc. that is a vain hope. Some years ago I
asked an acquaintance why she was driving along a straight, clear road in 3rd
gear instead of fifth and she (Ooops) replied "it saves fuel, doesn't it?"
