I was just given a Rover 3.9 Liter Long Block.

Symptoms, the engine had hydraulic lock and water in the oil

Dismantled, the head gaskets (steel shim) showed signs of blowing out into
the water jacket.

A couple of the steel cylinder sleeves are sitting below the level of the
block surface.


Question:

        Are the sleeves supposed to stand proud of the block surface?  If
one of the sleeves has slipped is there a way to salvage the block?
