Ok folks, here's what the smog "nazis" have to say themselves. There

Of course while it is technically legal, in the state of California,
to change engines on emissions controled vehicles, it still is,
(ridiculous and un-enforceable as usual) illegal under federal law.
While some folks may want to follow the exact letter of the law, there
are many who want to be typical Americans and ignore unreasonable legislation
by misinformed and uninterested bozos. That's the big caveat in California,
while it is technically legal, you still have to get through a
referee, and this person may be a tinhorn misinformed etc et al.
Isn't it great living in the "free-est" country in the world?
