An old fashioned response referring you to new approach.

Firstly I would stick my neck out & say "you should always use new studs".
The cost is so small and the failure so expensive.

If you do use new studs, it is far more accurate to use a stretch gauge than a
torque wrench.  These are cheap enough in USA and are really much more
reliable.

When you get to con rod bolts etc, a stretch gauge is essential and I would
also suggest that it is essential to have the best bolts made that you can get
and again, there must be several suppliers in USA.
