As far as I am concerned, the 1% rule is an attempt to level out some of the
other factors like wind, temperature, etc.
For example, if I had just set a record at 200.201mph (I wish!), with still
conditions, then I would be a bit miffed if someone came along after me and
ran 200.202mph with a 5 or 10mph tail wind. Even if you are running two ways
with a one-hour turnaround we all know that the wind could (and sometimes
does) completely change direction in an hour, so the hypothetical other
driver/rider could have the tailwind for both runs!
As far a I know the only organisation which has limits on head and tail
winds is the FIM.
