Probably not really needed as I have NEVER had anyone in any state
I have registered or transferred cars to/from give a damn about the
engine number.  There has never been anyplace on any registration
form I have filled out that even asked for an engine number.  I have
had personal experience with the states of NY, NJ, FL and VA.

I'd be surprised if anyone even checks on your '63 vehicle.

Keeping photocopies of all such documents is always a wise
thing to do.

The problem, if at all, would arise during the state inspection, not
during any other point in the import process.

As above, unless the state that you register the car in does
some type of check, I doubt anyone would care.  The one
state that goes to the extreme is California...but other than CA,
I am unaware of any other state doing any type of examination
to that degree.
