I don't know what your friend was doing wrong (if anything), but in general
adding shims to the upper a-arm mounts will move the camber in the negative
direction.
Just remember, those arms have quite a bit of trail in them because of the
angle at which they mount (see http://home.netcom.com/~andr/brake1.jpg), so
if he was only adding shims on the front bolt, it would reduce the caster
and maybe make the camber go slightly positive. You have to shim both bolts
to go negative on the camber. It's a balancing act.
