Meguiar's (http://www.meguiarsireland.com) used to make a couple of
excellent products for vinyl windows:

Mirror Glaze Professional Plastic Polish Formula 10:
"...specifically formulated to restore and maintain clear plastic
clarity."

Mirror Glaze Professional Plastic Cleaner Formula 17:
"...specifically formulated to remove fine hairline scratches..."

Hope this helps!
