Bad ignition switch ('run' position not making contact)
bad wiring between 'run' and ballast resistor
bad ballast resistor (may just be dirty contacts!)

To prove this theory, disconnect thge wire from the '+' coil terminal.
Run a wire from the battery '+' to the coil '+'.

Be DOUBLY sure you're in neutral, as you're about to
lose the ability to turn off the engine using the key...

Bet the car starts and runs now! But won't turn off!
To shut it down, yank the jumper you installed to the coil.
Don't run it for long like this, you'll burn the points.
