A really simple and easy way at least to start, is to place the palm of your hand on the side of your head and push - while resisting that pressure with your neck muscles..... 30 secs and then swap

Try this for starters.... On similar set ups, we used to drill out the old axle from the flange and have a GOOD machine shop make one from GOOD material and weld it through the flange, into place. C
