I would think this is because you have all of the spring pressure aganst the top bushing and none of the weight of the car to counteract it. If it was even now,what would happen when you installed i

That's perfectrly OK. At the moment it's only being held together by that bush. The bush being compressed is the one that takes the shock out when the shock asorber hit's its maximum extension limit.
