It's French. And if it's French it's pronounced BO-lee-you with the last two syllables kind of run together and the "you" coming out clipped and nasally and more like "yuh".

Yeah, but it's also the name of a place, and the correct pronunciation of a place name is the way the people who live and work there pronounce it: BEW-lee.
