- It appears the 3.9 in my '89 Range Rover will not run over 3000rpm. Other than that it appears to run fine with "adequate" power below that rpm. I know there is cheap stuff like fuel filters to check

- Well what era the symptoms? Does it just plain not go higher, start sputtering, cough & wheeze... If the engine has not been bored out much yet, you can still bore it out rather than get a new block.
