Not quite true, although both were apparent in early turbos.
A properly sized turbo minimises lag to the point where it is almost
unnoticeable. It usually gives smooth boost from 2000 rpm or so.
If you want the fastest standing starts, a turbo has to be wound up and the
clutch slipped - hard on the poor clutch, but if you want to do it, there is
no penalty in acceleration time.
