13/13 makes total sense, and should be adequate to prevent 10 or 11/10ths.
I can't imagine that many of the folks I have raced with on the West Coast
are running 7/10ths - I imagine 9 to 9.5 tenths is much more prevalent.
But if other people want to have a parade, go for it! It only requires the
same etiquette as the freeway - if someone driving faster wants to go by,
move over!
