The whole container (with car sealed inside) can be loaded on top or inside
the ship. During a storm, more often than you'd think, a good number of
containers stacked on top decks go flying off the ship and into the drink.
Generally, it's therefore safer to load the container belowdecks so the ship
has to sink before the cargo is lost.
