The way it was explained to me by an extiguisher service worker
who services the equipment where I work was; Halon is no longer
available for sale... when you get an existing system checked
they recycle your Halon. Whatever extra they need to fill your
system is replaced from existing stocks. Since the amount of
Halon is finite and dwindling, they can charge more for whatever
they sell you.
At least that's the way it works here in Illinois...
