You didn't indicate what year Cortina it is, and whether its a Mark I, Mark 
II, and/or a Lotus Cortina.

A MkI Cortina should have a non-crossflow engine, which is not a FF engine.  
The FF uses the 1967 (beginning of the MkII) and on configuration with the 
cross-flow head.  THis engine could use either a downdraft 1 or 2 barrel 
carb.  The crossflow could use either a downdraft 2 barrel carb, or 2 
sidedraft webers on a GT.

A Lotus Cortina uses a Lotus Twin Cam engine.  Some Cortina engines have been 
rebuilt using a "tall block" from a later Pinto, Fiesta, or other later model 
Ford.  Technically, these are not correct as the displacement is up, 
especially if a "stroker" crank is used.  The tall block is the same in all 
dimensions, except the height. 

Depending on the year of preparation you plan to run, various modifications 
are permitted.  For example, while a MkI never came with a crossflow, MkI's 
raced in 1967 could have upgraded to it when it became available.  You'd have 
to find some documentation proving this, however.
