I finally got it to do the 3.5 turns.  I took out the needles and cleaned up=
 everything.  Had some grunge in the screw area.  Turns out the little screw=
 on the side of the piston damper needs to be in and set on the flat side of=
 the needle seat.  With it in, the needle adjusts with the special tool.  Wi=
th it out, it just spins and no adjustment happens.  Like I said, it=E2=80=99=
s been a while since I worked on the zenith carbs.  Good re learning experie=
nce.  Running much better now!  Thanks for everyone=E2=80=99s advice.
