And that may be the problem... if you really tighten that bale it can
distort the fairly soft metal that comprises the top of the fuel filter.
Once that metal takes on a bow shape no gasket is going to keep it from
leaking. The good news is that I have straightened a bent one successfully
with (IIRC) a ball peen hammer and a piece 2x4.
