1) When it leaks oil so badly that you are tempted to use Penrite or similar
abomination.
2) When careful adjustment fails to reveal the tight spot in the center.
3) When you remove it from the car to adjust it properly, and decide "as
long as I'm here ...".
BTW, the steering box on TS13571L still had oil in it from 30 years ago and
still had the tight spot. I locked the adjustment and put it back in the
car.
