When I got my 3A from the PO my rear brakes were that way, with the smallest
"locking plate" missing. It wasn't done by the guy I bought it from, but
likely the guy before him. Apparently, he couldn't figure out the process so
he left it off. It had been that way for many years, by the looks of things,
and worked fine. It was set up that way for a reason so I corrected it, and
would not advocate leaving it off.
