If you are going to measure the 3/8", then you should set the vernier to
center.
But if you are going to time on the hole as the book says, then the vernier
is two marks retarded when the hole lines up with the pointer.
IMO this is only an initial adjustment anyway. Do a road test for final
adjustment.
