In addition to that, there is an issue inside the socket itself. It's a
truly awful design, with dissimilar metals held in contact only by soft
plastic. If the plastic sags the least little bit, the ground path between
the bulb and the clip opens up.

FWIW, the sockets I got from TRF a few years ago also have the ground tab,
as did the ones from Rimmers. And at least for today, TRF has them on sale.
