I certainly would.

The anti-seize I use has tiny metal particles in it; and doesn't seem to
make anything more prone to come loose. It's definitely NOT just grease.
But generally, I only use it on the threaded portion of the fastener and
leave the head dry. Even if it were grease, the friction under the head
should keep the bolt from turning.
