Yes.

Difference is (hopefully) that surface rust is easily repairable. Since
there is a lot of room for "interpretation", I like to ask if there are any
places where the rust has caused a hole through the panel.
Of course, I once agreed to buy a TR3B that supposedly had no such holes ...
when I got there, I found I could see the right rear tire from inside the
spare tire compartment and drop half-dollars through the holes in the
fenders.

I don't think so ... but if they were exposed to the same conditions that
started the rust, then likely they are rusting too.
