My recollection is that there are only two bolts that have to be removed.
Should have welded captive nuts on the other end.

Depends on how much movement you need. There is also a closer bracket, at the
top of the lower section of the column, that may or may not need to be loosened.

There should be big nylon washers that go on either side of the arms, and the
rubber seals should stretch to fit over those washers. No zerks originally
(although I added them to my car), but you're supposed to grease them when
installing, and the seals still help to keep water & dirt out of the joint.
