I have found Simple Green to work pretty well.  First scrape off any thick 
stuff, then spray on full strength.  I buy the concentrated in gallon jugs at 
home depot, brush around & let sit for 10-15 minutes & hose off & repeat.

Simple green is supposedly bio degradable, as far as the oil it removes; what 
can I say..
