That's probably true ... but it might help improve the reaction time of the
driver who isn't distracted, but can't tell your original brake lights from the
tail lights; or just isn't looking down that low. There was a lot of research
with "high center" brake lights before they became required on new cars; and
they concluded that the lights do help, some. Won't work every time, of
course, but if it reduces your chances of being rear-ended by only 1% ...
People tend to follow small cars closer than large cars (small cars look like
they are farther away) ... I've noticed that many people follow my TR3A so
close in traffic that they cannot see my brake lights. A HCBL might well have
prevented the accident that gave me whiplash ... wish I could go back and find
out.
